BIOGRAPHY AND RESEARCH IMPACT

Greg Carne is a legal researcher, academic lawyer and law educator in the fields of Constitutional Law, International Human Rights and Domestic Human Rights and International Law.

Greg is also a leading Australian academic authority in the important field of National Security Law, which brings together these above four public law and international law academic areas.

He has a diverse and broad range of research, publication, teaching, curriculum development, academic committee and law administrative participation, achievements and experience in six quite differently situated law schools- Group of Eight, small, traditional, long established, new, regional, as well as in clinical legal education - in four different legal jurisdictions.

His legal and public policy research focuses on the aforementioned areas, combining academic refereed publication and broader engagement and impact in the form of Parliamentary submissions, media pieces and law seminar presentations.

Research Impact and Engagement

Dr Greg Carne’s research impact and engagement is significant in the field of National Security Law, bringing together his intersecting research interests of Constitutional Law, Human Rights and International Law (where he has separately published in peer reviewed and other forums).

Greg has engaged with over twenty published law research derived critical and analytical written submissions to Commonwealth Parliamentary Committee and Law Reform inquiries on proposed changes to Australia’s national security laws. These laws, continually revised and securitised, benefit from research- based review submissions to improve safeguards, enhance deliberative processes, and align changes with democratic rule of law and human rights standards.

Greg’s impact is evidenced through citation of his submissions (sometimes extensively) throughout these Parliamentary Committee and other review reports. Such research makes a difference at a national level.

Recent publication in a leading UK law journal on the extensive Richardson Review reform of Australia’s national security laws, provides a comprehensive analysis of that legislative implementation, to engage and prompt comparative work by national security law scholars in the other Five Eyes jurisdictions. Such research shows international reach.
